Criminal procedure (sentence) — murder — extenuating circumstances — youthfulness — investigation of issue — need for thorough investigation and statement of reasons for finding.
Youthfulness of an offender in itself may amount to an extenuating circumstance; a teenager is prima facie regarded as immature and on that ground extenuation can be found especially if other factors influenced his personality on account of his youthfulness; an older person of 20 years or more can show by acceptable evidence that he was psychologically immature to the extent that his immaturity could serve in extenuation. A detailed analysis of the issue of extenuation is necessary.
