If the wrong-doer's offence is against the personal property of the complainant and not against the person or the public interest generally, and the complainant does not wish to press charges, then it is impossible to say that the person wronged would derive any satisfaction from any punishment imposed on the wrong-doer. An unwillingness to press charges may be a strong mitigating factor. If the person directly prejudiced can show mercy a court of law cannot ignore such magnanimity.
