A motorist in a rural area has a duty to reduce his speed and exercise caution when he observes animals or people, especially children, within the vicinity of the road ahead of him. Children have a propensity for impulsive and sometimes irrational action and greater care is demanded towards them than is otherwise necessary. Slowing down is merely a preparatory step, which makes it possible to take evasive action if the need arises. A driver who fails to slow down incapacitates himself pro tanto from taking evasive action. If he makes it impossible for himself to deal with a sudden emergency, he cannot call in aid the doctrine of sudden emergency.
